1. General provisions
1.1. "Chelyabinsk Pitching of Debutants - 2020" (hereinafter – Pitching) is held as a part of the All-Russian Pitching of Debutants and the III International film festival «Premonition» on September 18-19, 2020 in Chelyabinsk. Organizers: the Union of cinematographers of the Russian Federation and the Department of youth policy, The Department of culture of the Chelyabinsk City Administration, the municipal budget cultural institution "Znamya cinema", The Directorate of the International film festival "Premonition", Ostrov Studio with the support of the Presidential Grants Fund, Chelyabinsk City Administration, the National Fund of Copyright Holders, Canon, the Association of Film and Television Producers.
1.2. Pitching is a public presentation and defence of film projects (scripts/scenario applications – synopses) in front of the Expert Council in order to find persons or organizations interested in the project implementation. Pitching is held in accordance with the time limit allocated for each project.
2. Goals and objectives
2.1. The goal of Pitching is to create an independent platform for young filmmakers to collaborate with investors and leading production companies and to create new trends in Russian cinema.
2.2. The main tasks of Pitching are to stimulate the development of Russian cinema, discover new names in the film world, present new film projects and search for fresh ideas for the development of cinema in the Chelyabinsk region and other subjects of Ural Federal district; introduce film debutants to leading representatives of the film industry for further cooperation.
3. Participation in Pitching
3.1. Applications are accepted from debutants, citizens or a group of citizens of the Russian Federation under the age of 35 at the time of the Pitching (September 19, 2020) who participated as a screenwriter/director/producer at the time of submitting the application:
in no more than 1 full-length film and no more than 5 short films, without consideration of the student works in the category "Feature films";
in no more than 3 documentaries without consideration of the student works in the "Documentary" category.
3.2. It is allowed to submit no more than 2 applications from one screenwriter or a group of screenwriters, as well as from directors and producers. If an application is submitted by a group of individuals, the author (writer/Director/producer) of the application must be a member of the group whose age does not exceed 35 years.
3.3. Works in the following categories are accepted for consideration:
"Feature films" – synopses/scripts of feature films up to 30 minutes long and synopses/scripts of full-length feature films;
"Documentaries" – synopses and director's explications/scenarios of documentaries.
"Smart city" – look over the requirements for the category in Appendix 1.
Applications and scripts can be submitted in Russian language. Works that are supposed to be shot on the territory of the Chelyabinsk region or in co-production with cinematographers of the Chelyabinsk region are accepted for consideration.
3.4. Submission of applications for Pitching and participation in Pitching is free of charge.
3.5. A shortlisted participant who did not send the script on time may be removed from the competition.
3.6. The Pitching and Festival organizing Committee does not pay for flights, accommodation, or meals for participants on the Pitching shortlist.
3.7. Applications are submitted through the platform of "All the Talents" (www.alltalents.ru).
3.8. To participate in Pitching, you must register using the link https://alltalents.ru/newproject/chelyabinsk2020.
4. Selection of applications
4.1. The selection of applications begins from the moment of the Pitching announcement and ends on September 6, 2020 (inclusive, at 23: 59 Moscow time). Each application must contain one project. Applications for participation that include a full script instead of a synopsis, as well as those that include several scenario applications at once, will not be considered.
4.2. Preliminary selection for Pitching is carried out by a Selection Committee composed by the Pitching organizers. Based on the results of the Selection Committee, a Pitching shortlist is formed, consisting of at least 7 and no more than 15 projects.
4.3. Participants shortlisted for Pitching must send presentations and project scenarios before September 13, 2020, inclusive.
4.4. The results of the selection are published no later than September 10, 2020, on the website of the festival feeling-fest.com, on the website of the Department of the culture of the Chelyabinsk City administration kultura174.ru, on the sitesmoviestart.ru, pitching.moviestart.ru, in the official group "Pitching of Debutants" and in the group "MovieStart.ru" on www.facebook.com.
5. Defense of the projects
5.1. Representatives of teams and authors of projects included in the shortlist are obliged to participate in the public defense on the day of the Pitching – September 19, 2020. If an author or representatives of the project team included in the Pitching shortlist refuse to participate in Pitching, the Pitching organizing Committee has the right to offer participation in the defense of the project to the next candidate who received the highest number of points.
5.2. Brief information about the authors of the shortlisted projects, as well as synopses, will be published on the Pitching information resources.
5.3. The shortlisted projects are evaluated by an Expert Council formed by the Pitching organizing Committee.
5.4. The Pitching organizing Committee determines the order of performances and presentations. No more than 5 minutes are allocated for project presentation. Questions from Pitching experts and discussion of the project after the presentation also take no more than 5 minutes.
5.5. Based on the results of the public defense, the Expert Council determines the pitching winners and awards them certificates and prizes.
6.1. Based on the results of Pitching, the Expert Council determines the winners of Pitching in each category. Winners and participants of Pitching in each category receive prizes from Pitching organizers, members of the Expert Council, and Pitching partners.
6.2. The main prize of Pitching is a Grant for partial or full implementation of the project – 500,000 (five hundred thousand) rubles from the Presidential Grants Fund and the Union of cinematographers of Russian Federation (hereinafter – the Grant). The Grant recipient is determined by the Pitching Expert Council based on the voting protocols of the public defense of film projects.
6.3. The winner of the Pitching event signs a Grant agreement for the implementation of a creative project with "the Union of cinematographers of Russia LLC". The Grant agreement implies that the winner of the Pitching will provide financial and analytical reports on the intended use of funds received for the project. The grant recipient remains the copyright holder of the film, script, or teaser created with the Grant.
6.4. The Pitching prize is a monetary award for partial or full implementation of the project in the amount of 700,000 (seven hundred thousand) rubles from the Chelyabinsk City administration. The Grant recipient is determined by the Pitching Expert Council based on the voting protocols of the public defense of film projects.
6.5. The winner of the Pitching event signs an agreement to provide a monetary award for the implementation of a creative project. The Grant agreement implies that the winner of the Pitching will provide financial and analytical reports on the intended use of funds received for the project. The grant recipient remains the copyright holder of the film, script, or teaser created with the Grant.
6.6. The prize can be project production, technical support from Canon, support in the implementation of film projects, internships at studios, certificates from educational partners, free provision, or discounts on various types of services in the field of cinema, valuable prizes, and other.
6.7. Information about all prizes will be posted on the websites moviestart.ru, pitching.moviestart.ru, in the official group "Pitching of Debutants" and in the group "MovieStart.ru" on www.facebook.com.
7. Partnership and collaboration
7.1. Pitching organizers invite partners and information partners of Pitching to cooperate. A sponsorship package is created for partners.
8. Educational programs
8.1. Within the framework of Pitching, educational programs, meetings with representatives of the Pitching Expert council, and training are held.
9. Information support
9.1. Authors of projects included in the Pitching shortlist are required to post information about their participation in Pitching, as well as logos of the Presidential Grants Fund, the Union of cinematographers of Russia, and theIII International film festival «Premonition» in the final credits of the project.
9.2. Authors of completed projects included in the Pitching shortlist are recommended to provide information (press release) about their project to the Pitching Organizers for publication on the sites moviestart.ru and pitching.moviestart.ru and for mailing to information partners of Pitching.
9.3. Pitching organizers reserve the right to use all information and materials provided by Pitching participants, as well as to use video recordings of Pitching in order to promote Pitching achievements on the Internet and in the media.
10.1. The Pitching participant guarantees that they have all the authority (exclusive rights or appropriate permission from the copyright holder) to provide materials for participation in the Pitching.
10.2. Responsibility for possible claims and claims of third parties related to copyright and related rights lies with the Pitching participant who submitted their application.
10.3. In case of third-party claims regarding the ownership of the rights to the projects submitted for Pitching (scenarios and applications), the Pitching organizing Committee reserves the right to withdraw the project of the Pitching participant from consideration until all the circumstances are clarified.
10.4. The participants of shorts-sheet Pitching need to provide copies of author's contracts on film creation, and also copies of author's contracts on the acquisition of exclusive film rights in case of cinema use of the literary source.
11. Final Pitching provisions
11.1. The Pitching organizing Committee reserves the right to present additional (non-competitive) projects within the Pitching (no more than 2 projects).
11.2. The selection Committee and the Expert Council reserve the right not to explain the reason for not including the project in the shortlist and not to comment.
11.3. Pitching organizers reserve the right to make changes to the Pitching guidelines at the time of accepting applications.

Projects that will cover the topic of the "Smart city", the use of future technologies in everyday life, information and communication technologies and the Internet of things, as well as the work of a person working in the IT industry in the following categories are accepted for consideration:
- "Social advertising" - synopses / scenarios of a series (series) of game and documentary advertising videos, one series (one video) with a timekeeping from 30 seconds to 1 minute, shot on the theme of "Smart city". There are no restrictions on the format and means of the film language – it can be a vertical video, a video adapted for social networks, or a video shot using screenlife technologies.
- "Documentaries" - synopses and director's explications/scenarios of documentaries on the topic of "Smart city", with a duration of up to 23 minutes.
The Competition prize is a Grant for partial or full implementation of the project – 300,000 (three hundred thousand) rubles from the company "Intersvyaz" (hereinafter – the Grant). The Grant recipient is determined by the Pitching Expert council based on the voting protocols of the public defense of film projects.
The winner of the Competition signs a Grant agreement for the implementation of a creative project with the company Intersvyaz. The Grant agreement implies that the winner of the Pitching will provide financial and analytical reports on the intended use of funds received for the project.
The prize can be production of projects, technical support of the company "Intersvyaz", support in conducting filming and obtaining permits, providing the archive of the company "Intersvyaz", valuable prizes, and other.

Applications for participation that include a full script instead of a synopsis, as well as those that include several scenario applications at once, will not be considered.
